I suspect it's not a beaver, but a coypu (muskrat). They've been native to the Erft river for a long time and are quite numerous. They aren't closely related, but can easily be confused.

Unfortunately, the artificially created lake has been drying out for several years and despite many periods of rain in the last six months, it didn't look like it would fill itself up again. There is still a bench to sit on, and the stone with the water tower reminds you of the earlier history.
