We found what we were looking for on Wikipedia: https://de.wikipedia.org/wiki/Pegel It's a calibrated, tilted water level gauge, with divisions in decimetre increments. The deepest water point serves as a reference value, and the water depth can be read to within 1 cm. And indeed: even though we didn't see it, the divisions must be elongated.

This site was the site of one of the 32 V1 launching ramps in the Eifel region, which were used during World War II (1944/45). The combat position was set up to the left and right of the existing forest path (known as the Römerstrasse). I think it's good that such signs remind us of the past.
