Interesting stair case made out of cement stacked up on each other, but they have sides. There used to be a water slide going into the lake, maybe this is where it was?

Sportsman park includes a small boat launch which I have used in the past to launch kayaks, as it feels a bit more out of the way then the big launch on the other side of the lake.
