Lėbartas Jurgis (1879–1946) was a cultural figure and politician, businessman, signatory of the Tilžė Act and member of the Lithuania Minor Rescue Committee. In 1928, for his services to Lithuania and the Klaipėda region, he was awarded the Order of Grand Duke Gediminas, the Lithuanian Independence Medal, the Medal of the Supporter of the Liberation of the Klaipėda Region (silver) and the Archer's Star "for Merit". In 2019, this memorial plaque was unveiled here.

This neo-Renaissance building from the mid-19th century was built after the great fire in Klaipėda in 1854. In 1921-1923, the main nest of French power in Klaipėda was located here - the prefecture, the seat of the French High Commission, the cabinet from which the French commissioner of the Klaipėda region issued his orders. A memorial plaque was placed in the northern corner of the building, which reads: "On January 15, 1923, the volunteer troops of Lithuania Minor and Lithuania invaded Klaipėda, which was ruled by Antantė, and occupied the French prefecture located in this building. Klaipėda region has become a part of Lithuania."

Today, the "Meridianas" is no longer seaworthy, it is moored on the banks of the Dane and serves as a restaurant ship. For a decade, the owners almost allowed the "Meridianas" to become a wreck, until the ship was sold to lawyer Arturas Zickus for a symbolic price of one litas. Zickus founded a fund to support this attraction in the city of Klaipeda. After a major overhaul, the "Meridianas" is once again the popular meeting place it always was.
