The oldest settlements in the Krems-Stein area were not permanently inhabited. Even in the early Middle Ages, armed conflicts repeatedly drove the settlers away. Recent discoveries of Slavic settlements, particularly in Krems and Stein, suggest a continuous Slavic presence since the 7th century. The Battle of Lechfeld in 955 stabilized the situation, and colonization commissioned by Bavarian and Salzburg monasteries and abbeys intensified. It is certain that from the 10th century onward, merchant and administrative centers were rapidly and continuously established around the Hoher Markt (High Market) in Krems and the church settlement on the Frauenberg (Women's Hill) in Stein. The oldest document mentioning the name Krems (orientalis urbs quae dicitur Cremisa) dates from 995. South of the Danube, the present-day district of Hollenburg is already mentioned in a deed of gift from the year 860.
