The monument commemorates Röttingen's proclamation as Germany's first European City in 1953.
The semicircular arch in the pavement represents the Euro symbol and is crafted from shell limestone and blue glass mosaic from Venice. The vertical stele forms a cascade, while the horizontal stone invites visitors to linger.
The fountain's inscription reads:
"We hereby declare Röttingen a European City. May our example mark a milestone. | Proclamation of August 30, 1953"
