This sculpture puzzles me, and unfortunately, I didn't see any information panel nearby. A web search wasn't very fruitful either.
On Alamy's photo sales page, it's listed as "Monument to the Brick," and I found an article in the TAZ newspaper about a brick project from 2005. I imagine this sculpture might be related to that, but the corresponding website is no longer online.
