This is likely a command bunker from Project 668 at the so-called Szczycieńska Pozycja Leśna, the "Ortelsburg Forest Position". This fortification line was expanded by the Germans in 1944. The bunker was intended as a protected command post with radio and telephone technology. Interesting: The construction near Spychowo was apparently never completed and remained in its shell state.
