Immediately after World War II there were plans to erect a memorial in the center of Urk village to commemorate the war years. A suitable place was available to the east of the church by the sea. Architect Philip Bolt and sculptor Nicolaas van der Schaft prepared a design and an application was submitted to the national government in mid-1946. On May 16, 1947, the Minister of Education, Arts and Science, Jos Gielen (1898-1981), gave permission to erect a war and peace memorial "on the Kerkhofplein in Urk according to the submitted drawings and photographs". The fact that the minister spoke of photos shows that the monument already existed at that time. The initiators were of the opinion that the processing of the application in The Hague took far too long and had already proceeded to the placement. Source: Urk stories about the war by K. Hoekstra (1996).
