Watermill Frans is one of the two mills on the Mosbeek (the other is Watermill Bels). According to the annals, this mill was built in 1711 as a paper mill by Bernardus Kremer (later called Cramer). In "Molens Mulders Meesters" (p. 482) it says: "In 1711 Bernardus Cramer (mayor of Ootmarsum) founded a paper factory in the middle mill". This could also mean that the mill already existed at that time and was being renovated. 1725 is also mentioned as the year of construction, but there is no hard evidence for this, as there is for 1711.

Watermill Frans is located in Mander (municipality of Tubbergen). This overshot mill on the Mosbeek was built in the early 1700s as a paper mill. The then owner was the paper manufacturer Willem Cramer from Ootmarsum. In 1870, the Cramer family sold the mill to Bernard Frans, who converted it into a flour mill and built a mill chamber. Since 1963, the mill has been the property of the Overijssel Landscape Foundation. This foundation had Watermolen Frans restored and housed a permanent exhibition about the history of the mill as a paper mill and grain mill.
