As of 2024/04/29 the indoor facilities are inaccessible. The walkway above the treeline which extends from the balcony is accessible 24/7 as it's not closed off. Great place to take in the view without having to enter the tower.

The television tower is a bit old, but still an absolute highlight. I made the mistake of walking up the stairs instead of taking the elevator :D That was an experience. When I was up, I needed a little time to regenerate.
