This is the Church of the Immaculate Conception, not St. Cornelius as stated in the title. The building was constructed between 1867 and 1869 according to plans by Vincenz Statz and significantly enlarged in 1908 according to plans by Alois Schlösser. It was listed as a protected monument by the city of Mönchengladbach on September 17, 1991, under number M 049.
