To reassure you, the structure poses no danger. The nuclear power plant never went into operation because, after completion, it became apparent that the reactor chamber's shell was quite delicate. This enabled safe dismantling and sensible recycling, serving as a reminder of a technology-believing, not always entirely successful, pre-solar era. History and technology buffs are recommended to Wunderland Kalkar in Germany, where a fast breeder reactor from the same era has been meaningfully reused as an amusement park.
